مروری انتقادی بر رابطة همدلی و سرمایة اجتماعی در خط‌مشی‌گذاری عمومی

چکیده
هدف: این پژوهش با هدف واکاوی انتقادی رابطة دیالکتیکی همدلی و سرمایة اجتماعی در خط‌مشی‌گذاری عمومی و شناسایی خلأهای نظری، پیش‌فرض‌های مسلط، و سکوت‌های گفتمانی در مطالعات این حوزه انجام شده است.
روش‌شناسی: پژوهش با اتخاذ رویکرد مرور انتقادی و جست‌وجوی نظام‌مند در پایگاه‌های دادة اسکوپوس، وب آو ساینس، و گوگل اسکالر انجام شد. پس از غربالگری ۴۴۵ منبع اولیه و اعمال معیارهای ورود و خروج، ۱۴ منبع معتبر برای تحلیل نهایی انتخاب شد. داده‌ها با استفاده از فرم ارزیابی انتقادی و کدگذاری سه‌مرحله‌ای (توصیفی، تحلیلی، انتقادی) مورد تحلیل قرار گرفتند.
یافته‌ها: تحلیل انتقادی نشان می‌دهد گفتمان مسلط در مطالعات دچار سه نقص اساسی است: ۱. غلبة رویکرد ابزاری و فردگرایانه به همدلی که آن را به مهارتی فردی برای بهبود تعاملات تقلیل می‌دهد؛ ۲. روایت‌های علّی خطی و مثبت‌انگارانه که جنبة تاریک همدلی (از جمله سوگیری درون‌گروهی، فرسودگی عاطفی، بازتولید نابرابری) را نادیده می‌گیرند؛ ۳. غیاب کامل صورت‌بندی سرمایة اجتماعی به‌ویژه بعد پیونددهنده (روابط عمودی شهروندان با نهادهای قدرت) در تحلیل‌ها. همچنین گفتمان فنی‌ـ الگوریتمی همدلی را به بهینه‌سازی پیش‌بینی احساسات تقلیل داده و از بستر اخلاقی و نهادی آن جدا ساخته است.
نتیجه‌: مطالعات موجود به جای تحلیل رابطة دیالکتیکی همدلی و سرمایة اجتماعی آن را به مهارتی فردی برای بهبود تعاملات میان‌فردی فروکاسته و از پتانسیل تحول‌آفرین همدلی نهادی غافل مانده است. پژوهش بر ضرورت گذار از همدلی ابزاری به همدلی رادیکال تأکید می‌کند؛ همدلی‌ای که ساختارهای نابرابر قدرت را به چالش کشد، سرمایة اجتماعی پیونددهنده را تقویت کند، و بدون تغییر ساختارهای نهادی به مُسکنی برای مدیریت هیجانات تبدیل نشود
