Examining Governance Strategies for Favorable Cyberspace Policymaking in Order to Promote Family Social Capital

Abstract

Cyberspace, as a second world for human life, has transformed the level of communication into two parallel layers. The result of this parallelism is the dual spatialization of all phenomena, including the family. In this article, the three approaches of "instrumentalism," "essentialism," and "interactionism" are intersected with the three approaches of "liberalism," "authoritarianism," and "socialism." The result of this correspondence is three types of "technology's subordination to human thinking," "technology's autonomy," and "two-way interaction between technology and humans." On the other hand, important aspects of the family are formulated in three structural, cognitive, and communicative dimensions. The purpose of the present study is to address the question of what are the governance policies for desirable cyberspace policymaking in order to promote the social capital of the family? Therefore, using the content analysis method based on a qualitative approach and referring to various sources including books, scientific articles, and research reports, the answer to this question has been examined. The research findings reveal that by adopting strategic policies, such as identifying and restoring the dual-space family system, strengthening the family's understanding of cyberspace, and supporting content production through it, the government can create opportunities from cyberspace and use it to promote the family's social capital.
